Many that have not traveled up north to the saturated and dense lands of Oregon assume Portland is a city in shambles, Infested with vagabonds. In my experience this was not the case, many seem to forget that in any city with a dense populous many struggles to live day to day. I would urge people to pay attention to their committees and reflect on the systemic issues that plague them.
